DACC has developed the Pets Are Family (PAF) community outreach program to help County of Los Angeles residents in need of resources for pet care. You can use this site to check if you are eligible and request a voucher for the following services.

Los Angeles County Animal Care Foundation (ACF) Voucher Program

DACC has identified common reasons why pets are surrendered to animal shelters and created the ACF voucher program to promote pet retention. DACC has learned that a little help goes a long way in keeping families together.

  • Up to $300 per pet
    Maximum voucher value is $300 per pet.
    Limit: 2 pets per household, per calendar year.
  • Not a reimbursement program
    Vouchers must be approved and issued before services are provided.
    This program does not reimburse for previously paid veterinary expenses.
  • Not for emergencies or routine/preventative care
    If your pet needs urgent or emergency medical attention, please seek care immediately.
    This program is not intended for emergency situations.

  • Valid only at participating veterinary providers
    Vouchers can only be used at approved vendors.
    A full list will be provided once your application is approved.
  • Vouchers are time-sensitive
    VVouchers are valid for 30 days from the date they are issued.
    Euthanasia vouchers are available for up to $150 depending on the size of your pet.

Spay/Neuter Voucher Program (SNVP)

SNVP assists residents of LA County by providing vouchers that help lessen the cost of spay/neuter surgeries. Spay/neuter of dogs and cats is mandatory within Los Angeles County. The SNVP is also a vital program in helping reduce pet overpopulation.

  • Spay/Neuter vouchers are available to residents of unincorporated Los Angeles County or a DACC participating contract city.
  • A copy of your current driver’s license and a recent utility bill must be uploaded with your application for address verification.
  • This is NOT a reimbursement program for spay/ neuter services.
  • The S/N voucher goes toward the cost of spay/neuter surgery.
    • Any additional costs related to spay/neuter surgery or other services will be the pet owner’s responsibility.
  • S/N vouchers are for spaying or neutering dogs and cats only. No rabbits.
  • Limited to 4 pets per household.
  • S/N vouchers are not issued for Community Cats.
